Lynch served in the United States
Navy prior to the Civil War, rising to the rank of Captain. He achieved fame
for a scientific expedition to the Dead Sea in 18**.
Following the surrender of Commodore Samuel Barron at Fort
Hatteras, Lynch succeeded him as
commander of the James River and North
Carolina Squadrons. He commanded the “mosquito
fleet” during the battles of Roanoke Island (7-8
February 1862) and Elizabeth City
(10 February 1862).
In March of 1862, Franklin Buchanan
succeeded Lynch as commander of the James River Squadron. Lynch continued on as commander of naval
forces in North Carolina through the rest of the war. According
to Lt. William H. Parker, Lynch designed the ensign on the left sidebar,
first flown at the battle of Roanoke Island.
